Communiqué of Council of Ministers’ meeting

ALGIERS-The President of the Republic, Supreme Commander of the Armed Forces, Minister of National Defense, Abdelmadjid Tebboune, chaired Sunday a meeting of the Council of Ministers on the finance bill 2025 and presentations related to several sectors,” said a communiqué of the Council of Ministers, translated by APS as follows:

“Abdelmadjid Tebboune, President of the Republic, Supreme Commander of the Armed Forces, Minister of National Defense, today chaired a meeting of the Council of Ministers on the finance bill 2025 and presentations on the epidemic of diphtheria and malaria in the border regions of the extreme south of the country, the state of progress of structuring mining projects, the conditions and procedures for approving private education and teaching facilities, as well as issues linked to the daily life of citizens.”

Following the Prime Minister's presentation of the Government's activities over the past two weeks, and various presentations by Ministers of different sectors, the President of the Republic issued the following instructions and guidelines:

 

As for the finance bill 2025:

- The President of the Republic welcomed the financial model of the finance bill, which does not include any tax increases affecting citizens' daily lives.

- The President of the Republic ordered the creation of the National Agency for Major State Budget Balances, Foresight and Planning, to closely monitor sub-budgets and sectoral budgets in the interests of transparency.

- The President of the Republic ordered that the 2025 finance bill be adapted to the major projects he has pledged to the Algerian people, including two million housing units, energy and mining projects, and the creation of 450,000 new jobs.

 

 He also ordered:

- Significant rise in the travel allowance for citizens travelling abroad once a year.

- Increase in the amount of the Hajj (pilgrimage) allowance.

- Increased scholarships for students at home and abroad.

- The President of the Republic ordered the imposition of the most severe sanctions, with immediate closure and withdrawal of business registers, on speculators in vehicle lubricants who unjustly raise prices. The same applies to local products such as apples, which are now sold at the same price as imported fruit.

- The President of the Republic insisted on the State's pursuit of development at an increasing pace, particularly by encouraging production and investment as an economic catalyst.

 

Concerning the epidemic of diphtheria and malaria in the border regions of the country’s south:

- The President of the Republic ordered rigorous monitoring of the healthcare situation in the border provinces of the far south, which continue to record cases.

- Ensure that all cases, whatever their nationality, are treated under the therapeutic protocol in force while verifying their identity.

- Continue to implement the therapeutic protocols that have led to the drop in cases, following the intervention of the relevant public authorities.

 

Regarding the progress report on digitization:

 - President Tebboune stressed the importance of paying extreme attention to cybersecurity and vigilance when acquiring equipment and materials, as this area is closely linked to national security.

- President Tebboune urged the Government to take all necessary measures, in coordination with the Ministry of National Defense. He also called on Algerian skills, particularly those of academics, believing that the digitization project is an integral part of the foundations of a triumphant Algeria.

- Progress on key mining projects (the Gara Djebilet iron mine, the Oued Amizour zinc and lead mine, and the Bled El Hadba phosphate mine).

- The President of the Republic ordered the selection of suitable sites for the purification and treatment units, bringing them closer to water points, energy sources and railway lines.

- He stressed the need for these projects to be carried out at maximum speed until they come on stream, respecting everything that has been decided beforehand, given their weight and major positive impact on the national economy.

 

As for the conditions and procedures for approving, operating and monitoring private education and training facilities:

- The President of the Republic emphasized the need for private school curricula to be in line with national ones.

- To work according to performance contracts to precisely evaluate the added value of these private schools and the level of success, while introducing continuous periodic monitoring.

- To review the conditions for granting authorizations, particularly with regard to national sovereignty.

- To encourage investment in private education through specialized schools, particularly in the exact sciences”.
