Others services
The Algerian community abroad, as well as any foreign nationals who have resided in Algeria and are currently living abroad, may obtain a copy of their judicial records (Casier Judiciaire No 3) from the Embassy.
To that end, applicants must provide the following:
- Original full birth certificate
- Valid ID (registration card, passport or national identity card)
- Proof of residence in Algeria (for foreign nationals)
- Self addressed prepaid envelop
- Application Form filled out and signed by the applicant
This document is issued by the Algerian Embassies to enable the Algerian citizens, living in its consular circumscription to grant someone living in Algeria the legal capacity to act on their behalf, represent them and conduct business or any transaction in their stead. The applicant must necessarily introduce his/her proxy in person and present the following documents:
- Application Form (download) dully filled, to be signed before the consulate officer.
- Proof of identity (original document: Consular card, passport or national ID).
- Postal Service money-order (only), payable to the order of the Embassy, for each proxy submitted.
The consular section establishes a voting card for each citizen registered on the electoral roll. Citizens who wish to register on the electoral roll must meet the Following conditions:
- Must be registered at the embassy.
- Must be 18 years old on Election Day.
- Must have civil and political rights.
Review of the electoral rolls:
There are two types of review of the electoral rolls;
Ordinary review: the ordinary review of the electoral rolls is held every year from 1st to 31st October.
Exceptional review: the electoral rolls may be revised exceptionally during the announcement of an election. The opening and closing of the period of exceptional review dates are set by presidential decree.
Issuance of Deferment and Exemption Cards
In order to facilitate our on-going efforts aimed at expediting delivery of National Military Service Deferment Cards or Exemption Cards received by our office, Algerian citizens who have submitted applications to that effect are hereby requested to contact the Office of Consular Affairs of the Embassy of Algeria.
Registration & Deferment :
National Service registration (Recensement) is required at the age of 18. This procedure is automatically carried out by the Embassy for all Algerian nationals born abroad, as well as those who are registered at the Embassy.

For those residing in the Philippines or Thailand, they have to send all the originals documents by any courier of their choice

DEFERMENT (SURSIS)
Required documents for deferment:
1. One (1) Application Form
2. Four (04) Passport-sized photographs
3. Birth Certificate
4. Studies certificate for the current year.
5.Consular Card
Please note that to renew the national service deferment period you will need to provide the following documents instead:
1. One (1) Application Form
2. A copy of the deferment Card "Carte de Sursis"
3. Studies certificate for the current year
4.Consular Card
5.Two (2) recent passport-sized photographs
Notice: In order to avoid unnecessary delays, applications for deferment should be submitted to the Embassy at the beginning of each academic year
DISPENSE (EXEMPTION)
To regularize their National Service situation, people entitled to this scheme must be over the age of 22 born between November 02, 1959 and December 31, 1994 and have finished their studies.
Applications must be made to the Algerian Embassy in Kuala Lumpur accompanied by the following documents:
1. Application form
2. Original full birth certificate (copie integrale delivree par la commune de naissance)
3. Two (2) recent passport-sized photographs
4. Copy of the residence permit
5. Copy of the Consular card
6. Valid school certificate for students
7. copy of the employment contract or certificate of employment for employees
FOR MEDICAL REASONS:
The applicant must constitute a complete medical file and undergo tests administered by the medical commission for military service aptitude.
If you are applying to be exempted from the National Service on the basis of a medical condition, please provide the following documents:
1. One (1) Application Form
2. Medical Certificates
3. X-rays (if any)
4. Results of specialized medical tests
5. Surgical operation protocol
6. Clinical resume of the illness
7. Hospitalisation certificates
FOR SOCIAL REASONS:
Algerian nationals duly registered can apply for exemption from liability to National Service provided they satisfy certain criteria. They can, to this effect, make up a file to convey for examination to the Ministry of National Defense service dealing with the question.
The file must consist of the following documents:
- A handwritten application addressed to the Ministry of National Defense under the authority of the Ambassador of Algeria to Malaysia
- A record of civil status (individual)
- Two(02) recent photograph of same print
- A family record of civil status (for married people)
- A record of divorce or separation where applicable
- A proof of end of studies
- Copies of achieved qualiications
- The last three (03) pay slips or/and work contract or any other document certifying the exercise of a liberal profession
- An attestation of non paid activity or any other proof of work incapacity
- A family civil status record of the parents
- The father's death certificate, if applicable
- Married brothers family civil status record
- A written proof of the brother's situation in connection with the National Service.
Incomplete files will not be taken into account and will be returned to the applicants.
LIST OF BENEFICIARIES OF THE DEFERMENT OR EXEMPTION CARD FROM THE NATIONAL SERVICE
A Laissez-Passer is a travel document issued in exceptional cases to enable the beneficiary to return to Algeria. It cannot be used as an identity document. The Laissez-Passer has a very limited validity of (30) days only, and should be used to enter Algeria within that time frame.
Required Documents to apply for a Laissez-passer:
- Application form.
- Declaration of loss of the passport.
- Proof of Algerian nationality (national identity card, military card with photograph). Driving license and birth certificate are not acceptable as they don't constitute evidence of nationality.
- Four (4) recent photographs.
- Travel ticket
Minor child travel
An Algerian minor (19 years old or younger) traveling to Algeria on his own or with another person except his parents must have a notarized parental authorization for travel to be signed by the father. This document is required by the Algerian Authorities at any border control Point (including Airports, Ports or Land Borders).
This document is not required when the minor´s parents are divorced or separated on condition that:
- The minor lives abroad with his mother.
- The mother holds a Court Order with full custody, which must be shown as evidence by the mother when leaving Algeria.
Requirements:
- Application Form:
- Original and a copy of a Full Birth Certificate for the minor, or the parents' Family Book.
- Father´s Consular Card, National Identity or Passport.
- Money Order.
This document is only valid for three (03) months.
The presence of the father or guardian is required when the parental authorization is issued.
The applicant must present his identity card along with the "livret de famille" or the birth certificate.
In a situation where the father is deceased or both parents are deceased, the presence of a parent or guardian is required to issue the parental travel authorization.
Minor children with divorced or separated parents or in full custody of their mother are exempted from the paternal travel authorization.
In this case, the child will leave the Algerian territory accompanied by his/her mother who must provide proofs of:
- Her residence card.
- The copy of the custody document.
- All documents showing the legal presence of the child abroad (residence or school attendance certificate).
- His family booklet (livret de famille) or other document showing the family ties.

The legalization or certification for any foreign documents must be submitted first to the Ministry of Foreign Affaires/Consular division of (Malaysia, Philippines or Thailand) to authenticate the signatures
Legalization of Commercial Documents
The Consulate processes the legalization of Commercial Documentation stated below. Prior to that, it should be legalized and certified by the Ministry of Foreign Affairs Malaysia, Documents
Legalization Fees per Document
1-Certificate of Origin: USD 75
2- Invoice: USD 75
3- Company's Annual Report and/or Status: USD 75
4- Certification of a copy of one of these documents: USD 2.50
Parental Authorization for Travel
An Algerian minor travelling to Algeria on his own or with his mother must have Parental Authorization for Travel to be applied for by the father. This document is required by the Algerian Authorities at any border Control Point (including Airports, Ports or Land Borders).
Notice:
This document is not required when the minor’s parents are divorced or separated on condition that:
1- The minor lives abroad with his mother.
2- The mother holds a Court Order with full custody, which must be shown as evidence by the mother when leaving Algeria.

3- Identity Document of the father (Consular Card or Passport)
4- Fees: $ 2.50
Non Registered Citizens
Citizens who are not registered at the Consulate can apply for the following documents:
1-Power of Attorney (Procuration)
2- Registration of birth or marriage
3- Translation of an Algerian document (birth or marriage certificates, national identity card, driving license)
To be granted any of the above listed services, the applicant must be in possession of proof of his/her Algerian nationality. The following documents are accepted by the Embassy:
1-Algerian Passport or
2- National Identity Card or
3- Military card with photograph
