Consular registration
Consular registration is an administrative formality that concerns Algerians residing regularly in a foreign country.
It is a prerequisite for benefiting from the protection and various services provided by consular representations.
The consular registration card is issued free of charge, it is valid for five (5) years; its renewal must be requested.
Minor children (under 19) are registered at the request of the holder of parental authority. In case of divorce, it is mandatory to present the divorce certificate.
After registration, any change in situation (civil status, address, profession, etc.) must be reported to the consulate by providing the corresponding supporting documents.
In the event of a definitive return to Algeria, any registered person must request their removal from the registration list.
ِAlgerian citizens residing in Malaysia, presence is mandatory
Algerian citizens residing in Thailand and the Philippines can register by sending their original file by courrier service to the Algerian embassy in Kuala Lumpur.
A-REGISTRATION
For any consular matter email your request to: consular@algerianembassy.org.my
For the issuance or renewal of your consular card, the presence is obligatory
For those residing in the philippines or Thailand , they have to send all the originals documents by any courrier of their choice
Hand written application will not be accepted
Please provide the following documents when applying for consular registration
1- Application Form (Arabic) and (French) completed and signed by the applicant.
(Handwritten Application Form will not be accepted)
2- Original + copy of birth certificate
3- Original copy of your father's birth or death certificate. If you were born abroad,
you must provide your grandfather's birth or death certificate or an Algerian
nationality certificate.
4- Copy of proof of legal residence in Malaysia, Thailand or the Philippines (student
visa, work permit etc.)
5- Four (4) recent (similar) passport size photographs
6- Proof of employment (work permit school/university certificate for students)
7- Copy of marriage certificate.
8- Copy of any document attesting to your status with regard to national service in
Algeria (deferment, exemption or military Booklet).
9- Original and copy of your passport including visa endorsement page.
10- For those applying by mail. (For the security of your documents, we recommend a
courier with acknowledgment of receipt).
Spouses and minor children born to an Algerian father or an Algerian mother are registered on a subsidiary basis.
The spouses must present the same documents listed above and a copy of the marriage certificate
Documents to be provided for minors:
● If the child was born in Algeria, a copy of the birth certificate.
● If the child was born abroad, an extract of his birth certificate registered from the
Consulate covering the place of birth
● Photocopy of residence permit
● Two recent passport size photos of the same print.
Important
The presence of the father or legal guardian is mandatory for the establishment of any document for the benefit of a minor.
Please note that nationals not residing permanently in Malaysia, Thailand or the Philippines must provide the consular services with their annual renewal of their residence status, a copy must be sent by any means (Fax- email- mail- or by person)
Long-term social visas (6 months and more) obtained from foreign embassies abroad are not accepted.
Nationals married in Malaysia, Thailand or the Philippines must simultaneously request the registration of their marriage and a family book is delivered to this end, they must provide when applying for their first consular registration the following document:
1- Original and a copy of the marriage certificate
2- Original and a copy of the birth certificate
3- Original and copy of the spouse's birth certificate
B- Renewal of consular card
Please provide the following documents when renewing your consular registration
1- Application Form
2- Previous consular card
3- Two (2) recent photos
4- A copy of proof of legal residency in Malaysia, Thailand or the Philippines
5- Proof of activity. (Work permit, student or business visa (Company)
6- Pre-addressed envelope when requesting by courier
C-File transfer
Algerian nationals already registered in an Algerian embassy or consulate abroad and currently residing permanently or temporarily in Malaysia, Thailand or the Philippines must request the transfer of their file.
This procedure is carried out by the Embassy and a new registration in Kuala Lumpur is granted as soon as the file is transferred. (In some cases, the agreement of the competent authorities in Algeria is necessary).
Required documents:
1 Transfer request application form
2 First registration form in (Arabic) and (French)
3 Original current consular card
4 Original and a copy of any proof of permanent or temporary legal residence
In Malaysia, Thailand or the Philippines
5 (4) similar recent passport sized photos
Additional documents related to the applicant’s Personal profile may be requested later.
D-Change of information
The registered person is invited to inform the Embassy of any change related to the address, the civil status, and to the registration of the children on a subsidiary basis, and registration of birth or death, this information makes it possible to update the consular file.
Re-registration
This procedure applies to nationals who have received a Certificate of Change of Residence (CCR), or who have requested the cancellation of their registration, and who return to the consular district in Malaysia, the Philippines or Thailand. It takes place under the same conditions as those which require the first registration.
Deletion from the registration registers
In accordance with Articles 36 of Presidential Decree No. 02-405 of November 26, 2002 relating to the consular function, in particular Articles 26 and 27, the removal from the consular registration registers is carried out in the following cases:
● Death
● Definitive return to Algeria
● Change of consular district
● On handwritten request for removal
● Absence for more than 10 years.
The deletion of the registration registers leads to the deletion of the electoral list during the annual and exceptional revisions which make it possible to update the electoral register.
